Restructuring Plan for Commercial Paper (ABCP)
Described as the largest financial restructuring in Canadian history, the restructuring plan for $32 billion in asset-backed commercial paper (ABCP) was fully implemented on January 21 of this year. This announcement was made by the national committee created for that purpose, directed by Mr. Purdy Crawford. The plan provides that specified ABCP holders will have their short-term commercial paper replaced by longer-term notes whose expiration date is tied to the expiration date of assets formerly held by the underlying conduits. The Crawford Committee was represented for the plan's implementation in the Province of Quebec by Martin Sills, Sandra Deschamps and Dianne Blinn.
